As other members have pointed out, these characters are katakana.   They're probably the Japanese translation of an English-speaking male name.   I'm not sure how exactly it's written, but it's pronounced something like "Re i     ／    Ba su co n se ro su".

Looks like katakana; harder to read than ledgible kanji.  Wish I could help.

Looks to me like a "German" imperial era FASCHINENMESSER, BUT has a serial number with no mfg or unit markerings which were all easily found on any FASCHINENMESSER I'v seen in the past.  Also faschinenmesser were issued to enlisted troops.  this one has a wire wrapped "bone" grip with a little more decor than you might imagine issued to non-officers.  Private purchase?  All comments, evals and/or opinions are welcome.  Thanks for looking 🙂
