I don't like it. (not an expert either, but I have a few dozen in my collection) the belt prongs are just squared off instead of pointed, the bottom pin should be dome peened and not just smushed, there is usually and RZM /maker marking on the inside edge. But still, well worth the $5. -

There are 3 police buckles. CA Cong An, Bao Ve, and An Ninh. All specialty badges seem to be made of brass and not aluminum. Don't think it has anything to do with the time period. Dave -
