It is definitely a Dutch uniform I can tell by the buttons. It looks like evening dress  By the hat

The belt shake and insignia looks good and authentic except the tunic because of the unlinked sleeves.

Stitched you can see tiny stitches 

How is it attached?  I don’t see any stitches in the fabric.
